Let me thank you for your letter from 24 July 2024 addressed to President Ursula Van der Leyen and to High Representative Josep Borrell, regarding your submission of proposals for sanctions vis-à-vis a Russian mining company and its owner. The letter was transmitted to the relevant services of the European External Action Service (EEAS) and is carefully studied.
Let us first express our appreciation for the efforts and contribution made by your organisations, which we value a lot. Targeting key economic sectors supporting the Russian war of aggression in Ukraine has been an important objective of our sanctions, and will remain so in future measures. Since 2022, the Union has adopted 14 packages of massive and unprecedented sanctions, including targeted sanctions on individuals and sector measures affecting directly those sectors.
These sanctions apply to a total of nearly 2200 individuals and entities, and you can be confident that we are fully committed to ensuring that EU sanctions are effectively directed at those accountable for actions that undermine or threaten Ukraine’s territorial integrity, sovereignty, and independence.
Please also note that any decisions concerning sanctions, including the imposition of restrictive measures on individuals and entities, remain the responsibility of the Council, acting through unanimous approval.
